What is the position rearding the Executive holding the Judiciary to account?

For example, the IPO (Intellectual Property Office) who purport to be responsible for supporting IP enforcement, holding the Judiciary to account, for holding as lawful, copyright law that is unlawful.

I’m not aware of anything written on this. However, logically, it seems to me, the Executive cannot execute the law, if the Judiciary fails to uphold it. So the Executive must be able to hold the Judiciary to account,

Logic (reasonable or rational) belongs to common law Natural Justice, which I understand to be part of the UK Constitution. Also, Natural Justice is sometimes said to be not codified because it is so obvious. So am I right, and is this part of the unwriitten Constitution? Any reply will not be taken as advice.
